f <br />I <br />3 <br />PETERSON <br />ENVIRONMENTAL <br />CONSULTING, INC. <br />WETLAND PERMIT NARRATIVE <br />Pheasant Hills Island <br />Lino Lakes, Minnesota <br />April 24, 2001 <br />PEC Project No, 2000 -087 <br />This narrative includes a description of the following items: (1) project location and <br />description, (2 ) existing wetlands on the site, (3) the proposed wetland impacts, and (4) <br />documentation regarding compliance with DNR permitting requirements for placement <br />of structures in public waters. <br />1. PROJECT LOCATION AND DESCRIPTION <br />Location <br />The Pheasant Hills Island site is generally located south of Wards Lake and northeast of <br />the terminal cul -de -sac of Ruffed Grouse Road in the NW 1/4 of Section 27 and the NE 1/4 <br />of Section 28, T31N, R22W, Anoka County, Minnesota (Figure 1). The land is currently <br />an undeveloped upland island surrounded by DNR Public Water # 10P (Wards Lake). <br />Description <br />The proposed project would involve constructing a bridge to the upland island to serve <br />seven single - family residential lots. The project would involve only the placement of five <br />bridge piers within the wetland. <br />2. EXISTING WETLAND RESOURCES: <br />Delineation Methodology <br />Wetlands were delineated on November 15, 2000 in accordance with the routine <br />methodology set forth in the Corps of Engineers Wetlands Delineation Manual (1987 <br />Manual). Jurisdictional wetlands were classified according to the methodologies set forth <br />in Wetlands and Deepwater Habitats of the United States (FWS /OBS Publication 79/31; <br />Cowardin et al. 1979) and Wetlands of the United States (USFWS Circular 39; Shaw and <br />Fredine 1971).
