A <br />copy of the delineation report is supplied as Appendix A. Wetland boundaries were <br />marked with sequentially numbered surveyor pin flags and were located by Loucks and <br />Associates. <br />Wetlands Delineated <br />Two areas of wetland boundary were delineated on the site (Figure 2). The closed <br />polygon designated as Basin A represents non jurisdictional upland on the island. The <br />line designated as Basin B represents the boundary between upland (west) and wetland <br />(east) in the proposed island road access location. The Minnesota Department of Natural <br />Resources (DNR) Protected Waters and Wetlands Inventory Map is shown in Figure 3. <br />Wards Lake and its fringing emergent wetlands are classified as Public Water 10P. The <br />ordinary high water level (OHWL) of 10P has been established as elevation 883.7. The <br />entire wetland area consists of a combination of Circular 39 wetland types 1, 2, 3, 4, 5, <br />and 6. The bridge would traverse mainly PEMC wetland (Circular 39 Types 3 shallow <br />marsh). <br />3. PROPOSED WETLAND IMPACTS <br />The proposed project would involve the placement of five piers that would support the <br />proposed bridge. These piers would have a cumulative footprint of 3240 square feet. Fill <br />for bridge approaches will lie entirely outside the wetland boundary and above the <br />OHWL. The location and magnitude of the proposed impacts are found in Appendix B. <br />4. COMPLIANCE WITH DNR PERMITTING STANDARDS <br />The applicant submits that the proposed project meets all applicable permitting <br />standards set forth in Minn. Rules 6115.0210: <br />The placement of the structure is permitted because the structure: <br />A. Will not obstruct navigation or create a water safety hazard. <br />B. Will not be detrimental to significant fish and wildlife habitat, or protected <br />vegetation. The site is not a posted fish spawning area. <br />C. Is not designed or intended to be used for human habitation or as a boathouse. <br />D. Is not designed to include walls, a roof, or sewage facilities. <br />
