n <br />"1 <br />Pheasant Hills Island Wetland Narrative <br />April 24, 2001 <br />Page 3 <br />PEC Project No. 2000 -087 <br />The proposed project requires a DNR permit and meets the following criteria: <br />A. The proposed project represents the minimal impact solution to a specific need with <br />respect to all other reasonable alternatives. The proposed bridge location represents <br />the shortest route to the island and use of structure will result in much less impact <br />than the use of fill. <br />B. The project involves a minimum of encroachment, change, or damage to the <br />environment, including but not limited to fish and wildlife habitat, navigation, water <br />supply, and storm water retention. The area crossed by the bridge is non - navigable. <br />C... The proposed structure is consistent with the applicable floodplain, shoreland, and <br />wild and scenic rivers management standards and ordinances for the waters involved. <br />D. Adverse effects on the physical or biological character of the waters have been <br />through the use of structure to obtain necessary access. <br />E. The proposed structure is consistent with water and related land management plans <br />and programs of local and regional governments. <br />F. The proposed structure will remain in the ownership of the applicant who accepts <br />responsibility for future maintenance or removal. <br />
