• <br />Agenda Item 5D <br />Environmental Board Meeting Date: October 27, 2004 <br />Topic: Kingdom Hall of Jehovah's Witnesses <br />Background: Application to build a Church on the shores of Rice Lake was <br />received on October 11th. Rice Lake is classified as a Natural Environmental <br />Lake. The application proposal includes plans for a structure of 5,032 square <br />feet. Their proposed building will be 4200 square feet. The proposed auditorium <br />of 224 seating capacity on the plan will be reduced to 170 for the proposed <br />structure. General Location Map is included as Attachment 1. The property is <br />located just south of the Seaplane Base. The Church is proposing a designed <br />wastewater treatment system. The property is located in a shoreland <br />management overlay district. The property is zoned R1. The property would <br />require a Conditional Use Permit. The property is unsewered. An on site system <br />is proposed. <br />Analysis: <br />Shoreland Overlay Management District. <br />The Planning and Zoning Board will be reviewing the plan for conformance to the <br />Shoreland Management Overlay District standards. Regardless of the district <br />standards, it is recommended from an environmental viewpoint to move the <br />proposed septic system as far away from the lake area as possible, and surface <br />water treatment areas away from the Septic System. Adequate lake -view <br />screening should be presented in the plan. Screening should be reviewed by the <br />city to be of adequate size spacing and species selection to provide for this <br />screening. <br />Site Vegetation <br />The MLCCS for Kingdom Hall is shown on Attachment 2. From Rice Lake, there <br />is a band of Seasonally Flooded Non - Native Dominated Emergent Vegetation, <br />with a small area of Palustrine Open Water within this band. To the west is <br />another band of 11% to 25% Impervious Cover with Perennial Grasses and <br />Sparse Trees. There are no known unique vegetation or wildlife indicators in our <br />GIS for this area. Trees on the site are labeled but we do not have the inventory <br />or preservation plan. For the most part there are Siberian Elm, Red Pine and 2 <br />White Spruce on the road right -of -way. There are 4 Red Oaks in good condition <br />in the center of the property. There are Siberian Elm and Cottonwood on the <br />Lakeside of the project. <br />
