• Site Management <br />• <br />A generalized sequence schedule was submitted with the drawings. There was <br />not a tree inventory and preservation plan submitted at the time of this writing. A <br />detailed plan for erosion control should be submitted. This plan should include a <br />plan to fix or install silt fence when fence becomes one -third full, and extra <br />stockpile of rock on site to top dress rock entrances when entrance rock <br />becomes soil filled. The plan should include a plan to avoid soil compaction in all <br />non- disturbed areas, and in created surface water treatment, infiltration areas. If <br />soils become compacted in areas that do not need compaction, than the soil <br />should be loosed before landscaping. The plan should state that no soil would <br />be hauled on to the site or off the site without City approval. Native plant <br />restoration seed should be planted at the time of quick growing soil stabilization <br />seed is applied. <br />Surface water Plan <br />Onsite and NURP are proposed to be installed on the 896 to 900 survey <br />elevations. The Anoka County Soil Survey indicates that the Zimmerman C Fine <br />Sands have a depth of > 6 ft to the seasonally high water table (Attachment 3). <br />Looks like infiltration will work here. Suggest that the developer reduce the <br />NURP, maybe shallow it out (so that it can be called and managed as a rain <br />garden) and combine it with some additional surface water features, that would <br />be acceptable to RCWD, such as rain gardens off of the parking areas, swales to <br />a designed rain garden where the present NURP is, and pervious parking. <br />Again, suggest moving the on -site treatment system to a higher elevation on the <br />Lake Drive end. All Surface water treatment areas should be planted with the <br />City Native Seed Specifications, and planted and maintained by a nursery that <br />specializes in Native seed management for a minimum of 3 years. <br />Lighting Plan <br />A lighting plan is submitted as Attachment 4. The zoning standard is the light <br />shall not exceed 0.4 -ft candles at residential property lines, and 1 -ft candle at mid <br />street lines. The lighting plan demonstrates that these criteria are met. The <br />developer's application information submittal does not include pictures or <br />specifications for the types of lighting to be used. As per previous Environmental <br />Board recommendations the developer should use low profile, downward <br />focused, recessed light boxes that are low impact to sight glare issues. The <br />Environmental Board may wish to recommend the establishment of a "lights off' <br />after service clause to the approvals. <br />
