• <br />• <br />Agenda Item 5B <br />Environmental Board Meeting Date: January 26, 2005 <br />Topic: Marshan Meadows, Bruggeman Properties, 7364 Lake Drive, Preliminary <br />Plat Review. <br />Background: Marshan Meadows Development Proposal is located East of <br />Lake Drive, and North of Gethsemane United Methodist Church, and adjacent to <br />Marshan Lake (Attachment 1). Existing Zoning is R -1. Proposed Zoning is R -1. <br />The proposal consists of 11.41 acres of land. There are 21 proposed lots. The <br />total upland area is 10.53 Acres. The proposed development is in a Shoreland <br />Overlay District. The area would be serviced with City sewer and water. <br />Analysis: <br />Shoreland Area <br />Attachment 2 shows the approximate Shoreland Area, Shore Impact Zone, <br />ordinary high water area, and NPDES area of "Within 200 feet of Lake." <br />The Shoreland Area is defined as within 1000 feet of a lake. Shore Impact Zone <br />is defined as land located between the ordinary high water level of public water <br />and a line parallel to it at a setback of 50 % of the structure setback. The Lino <br />Lakes Handbook for Conservation Development defines the proposal area as <br />within a Lake Protection Area. This means that extraordinary means should be <br />taken to ensure the protection of Lake Resources. <br />Surface Water Management <br />Attachments 2 and 8 show storm pipes from the streets and lot runoff. Water is <br />moved through Stormwater pipes from the North to a NURP on the SW side of <br />the development. This water than flows through a swale to an infiltration pond <br />North of the NURP. The proposed infiltration pond is a designed system intended <br />to filtrate water, as well as infiltrate. Water then flows through a pipe to Marshan <br />Lake. Lots on the south end of the development channel surface runoff through <br />swales to the NURP. <br />Plan should show access for pond and infiltration area maintenance. <br />Permit Application has been reviewed by the RCWD. Conditional Approval <br />pending Receipt of Changes has been issued. The report is attached as item 10. <br />• Surface -water volume calculations should be verified with the City Engineer to be <br />adequate for the 2, 10, and 100 -year storm event. <br />Env. Bd.
