AGENDA ITEM 5A <br />STAFF ORIGINATOR: Marty Asleson <br />DATE: March 30, 2005 <br />TOPIC: Fairview Lino Lakes Clinic /Expansion <br />BACKGROUND: Fairview Clinic was constructed several years ago. At that time <br />the Environmental Board reviewed the site with the notion and intention of the Clinic <br />expansion to the North. The site grading /surface water plan is part of The Village <br />design public improvements. The final design is not yet approved. The preliminary <br />Village design does propose to use a great deal of innovative storm water treatment and <br />volume control features. <br />The Clinic expansion has an overall Gross area of 2.191 acres. There are 74 existing <br />parking spaces, and a proposed 34 new spaces. <br />Analysis: <br />• Parking <br />The Existing and proposed building space is 20,065 square feet. The minimum number <br />of parking stales is 104. The developer is proposing 108. Recommend reducing the <br />parking to 104 or add pervious type parking to make up the difference. The site is very <br />pervious and conducive to the use of infiltration types of parking. <br />Storm Water <br />Again, the Surface Water Management Plan is included in the Village design currently in <br />the planning stage. A Storm Water Pollution Prevention Plan (SWPPP) must be <br />submitted and reviewed by the city prior to construction. This plan must be available on <br />site (a described location) together with inspection reports. The Environmental Division <br />of the City of Lino Lakes should be supplied with a copy of the SWPPP. All sequential <br />SWPPP elements must be installed before ground disturbance occurs in the appropriate <br />sequence. <br />There is no flood plain area on the site. <br />Site Vegetation <br />The MLCCS describes the entire area as "Long grasses and forbs on upland soils." <br />There are Pine trees on the North side of the property, between the proposed project <br />and the freeway. The developer is proposing to remove 18 of these trees. <br />• <br />
