• <br />• <br />AGENDA ITEM 6B <br />STAFF ORIGINATOR: Marty Asleson <br />DATE: April 27, 2005 <br />TOPIC: Lino Lakes Marketplace 3rd Addition <br />BACKGROUND: The Lino Lakes Market Place plan review was completed in 2001. <br />In 2001, the Environmental Board reviewed the Market Place without user definition. <br />The configuration of the buildings has changed however. Instead of three 6000 sq ft <br />buildings there is now a 14,000 Sq Ft multi- tenant retail building. <br />Analysis: <br />Coversheet: <br />Show Lino Lakes on the map and Not Brooklyn Park. <br />Storm Water <br />All surface water issues for 3rd Addition must be verified in conformance with previously <br />approved plans for Market Place. This Plan has been modified with 2 larger pond areas <br />vs. three smaller pond areas. The ponds should be designed so that they infiltrate and <br />draw down to surface within 7 days. <br />Regardless of the storm water plan, and in relationship to the desire to reduce <br />impervious pavement, a pervious type of parking such as "perma- pave" should be <br />considered for some overflow parking. <br />Grading <br />All grading in pond and buffer areas should be done with low impact track -type <br />equipment and fenced off after initial grading to prevent further compaction. All <br />soils on sodded green areas should be roto - tilled as deeply as possible. <br />All top soils should be toughly incorporated into subsoil to prevent <br />interface issue. <br />Erosion Control <br />Under the Erosion Control Notes of Attachment 5, language should include <br />• that all NPDES requirements will be met. In relationship to this, a detailed <br />Storm water Pollution Prevention Plan must be on site, as well as <br />
