There is no <br />discussion of storm sewer protection in the plan. The developer must provide a <br />detail on storm sewer inlet protection. Floc socks or other protection devices <br />must be indicated and utilized. In addition, as part of the SWPPP, language <br />should include maintenance of Silt fences when silt fences are 1/3 full. In <br />addition, a clean -out area for cement trucks should be shown on the plan. <br />Permanent erosion control should include the City native seed mix in <br />buffer, pond and areas outside the retaining wall. Entrance points to the <br />project should be designated and 50 Foot rock entrances installed. <br />Site Vegetation <br />The property was rough graded when Target and Kohl's came in. The site has <br />been struggling with vegetation establishment for erosion control since the <br />original grade was established. <br />Landscape Plan <br />The landscape Plan is included as attachment 8. Landscaping should conform to the <br />original intent of Market Place. Proposed landscaping shows a gap on the west side of <br />the 14K sq Ft building. The old plan however, showed 80 trees in the landscape and the <br />new plan shows 97. Species are appropriate for the site. <br />All proposed sodded areas must be irrigated. All planting beds for shrubs should be <br />mulched with organic, earth -toned products consistent with other Market Place Areas. <br />The Landscape Plan discusses sodded transition areas to natural areas. The <br />only areas that this could be referring to are the pond areas. Native, i.e. natural <br />areas would be difficult to maintain as a native seed area with the number of <br />trees proposed for the site. A more formal native plant/shrub "rain garden" <br />may be a better approach. With that a written and signed agreement must <br />be given to manage and maintain this or any types of landscape on the site. <br />Perhaps this could be part of the Target/Kohl's contract. As with the <br />target/Kohl's site, a written statement of BMP's and a plan for action approved by <br />the City should be supplied. Periodic impervious sweeping, trash and litter <br />pick -up, replacement of dead or dying landscape materials, deicing salt <br />storage on site, are important issues that should be tied down before <br />agreement to develop is enacted. <br />Tree Protection <br />There are no trees on the site. <br />
