• <br />• <br />AGENDA ITEM 6C <br />STAFF ORIGINATOR: Marty Asleson <br />DATE: April 27, 2005 <br />TOPIC: Northern Lights Car Wash <br />BACKGROUND: This lot is Zoned General Business. The lot is in MUSA and <br />will be serviced with sewer and water. The Lot is 32, 781 Sq Feet. The lot is <br />located on the SE corner of Lake Drive and Main Street. Owner is proposing to <br />build a building to provide for a car wash/ pet wash use. <br />Analysis: <br />Unique Resources <br />There are no known rare or unique plant or animal resources on or near this site. <br />There are no wetlands on the site. <br />Site Vegetation <br />The MLCCS is attached as Attachment 9. The oak area delineated in this area <br />does not include the car wash site. Previous disturbance of this are has resulted <br />in a Boxelder, Elm type of wooded area. There is a nice white spruce in the <br />woodland. Regardless of the composition, the vegetation does lend itself to <br />screening the business to the south and a residence to the East. <br />Storm Water <br />Since this site is less than an acre a RCWD permit, and a SWPPP is not required. The <br />City is requiring that the developer maintain preexisting conditions for runoff and <br />Storm water treatment. A recommendation from the Environmental Board should <br />require this. Attachment 6 Grading Plan shows a pond to capture additional impervious <br />runoff. This pond size will be verified for size need by TKDA. That information is not <br />available at this time. The developer may also add pervious pavement to his design. If <br />you recall, the car wash that came in 2 years ago had designed pervious parking and <br />pavement at the exit of the car wash. This pavement at the exit would capture any soap <br />residue running out of the building. Recommend this at the exit with or with out the <br />pond. <br />
