City Council <br />Marshan Lake Industrial Park <br />September 22, 2003 <br />along Lake Drive as well as additional right -of -way for sight corners at the <br />intersection. <br />The street is proposed to be constructed to a 38 foot width which is adequate to <br />service industrial traffic. <br />Access control, dedicated to Anoka County, should be shown on the plat on Lots <br />1 and 4 adjacent to Lake Drive. <br />Grading and Drainage. A grading and drainage plan has been submitted for <br />review by the City. The existing drainage flows north to Anoka County Ditch No. <br />10, which runs along the northern property line of the proposed plat. An existing <br />private drainage ditch runs northerly through the property into the County Ditch <br />Ten. The private ditch will be diverted into a proposed storm sewer to <br />accommodate site drainage. The new storm sewer will be routed through on -site <br />infiltration basins and /or holding ponds and ultimately into County Ditch Ten. The <br />County ditch will be preserved in its existing condition. <br />The City Engineer has completed a review of the Grading and Drainage Plan. <br />His comments, dated September 18, 2003, are attached. The proposed project <br />is in general conformance with City requirements <br />Utilities. The subdivision is proposed to be serviced with public sanitary sewer <br />and water utilities. The sanitary sewer service will be provided by the existing <br />trunk sanitary sewer main that runs along the west side of the site, parallel to I- <br />35W. The sanitary sewer laterals will be extended through the site and out to <br />Lake Drive. <br />A twelve -inch water main is proposed to be extended from the existing trunk <br />water main along 135W to Lake Drive. <br />Staff originally recommended extending the sanitary sewer to the north property <br />line along Lake Drive and the Water Main to both the north and south property <br />lines. However, upon further review of the City's Sanitary Sewer and Water <br />Comprehensive Plans staff is recommending that the lines only be extended to <br />Lake Drive. Both trunk sanitary sewer and water main lines are set up to be <br />extended on the east side of Lake Drive. Trunk utilities both north and south of <br />the sight would be extended in conjunction with either future development and /or <br />a City Trunk Utility project. Properties on the west side of Lake Drive would be <br />serviced from the trunk lines by individual service connections. Extension of <br />utility laterals would result in duplicate systems and ultimately in higher <br />infrastructure costs. <br />The City Engineer has completed a review of the Utility Plan. His comments, <br />dated September 18, 2003, are attached. <br />4 <br />
