City Council <br />Marshan Lake Industrial Park <br />September 22, 2003 <br />of the building ranging from light beige to reddish accent panels. Landscaping is <br />provided along the perimeter and interior of the site. Landscaping is proposed to <br />be clumped in intervals along the rear of the building to provide visual breaks of <br />the building line. Net Lawn pervious paving is proposed for the fire lane adjacent <br />to the existing County Ditch to reduce run -off volumes. <br />Issues being addressed by Staff, other than those related specifically to the plat <br />review, contained herein, concern landscaping and buffering of the building <br />(specifically the loading docks) from Lake Drive, and adjacent properties. <br />Environmental Board Recommendation. On July 30th the Lino Lakes <br />Environmental Board reviewed the proposed project. After consideration of the <br />issues, the board voted to recommend approval of the project, with a number of <br />recommendations. These recommendations are summarized in an attached <br />memo from the City's Environmental Specialist, dated July 31, 2003. <br />Planning and Zoning Board <br />The Planning & Zoning Board reviewed the request at it's August 13, 2003 <br />meeting. The board recommended approval of the preliminary plat with <br />conditions with twelve conditions, including review of the turn lane configuration <br />that impacts the driveway access to the north. The conditions have been <br />included in the staff recommendation with the exception of those address with <br />the revised plans and identified in the staff report. <br />Findings <br />1. The proposed plat is consistent with the Comprehensive Plan. <br />2. The proposed plat is consistent with City infill policies. The project lies within <br />existing MUSA, the cost of infrastructure improvements are covered by the <br />developer. <br />3. With the required turn lane improvements to Lake Drive the roads serving the <br />proposed development are capable of serving the development. <br />4. The City's Water system is adequate to service the proposed development. <br />5. The City's Waste Disposal Systems is adequate to service the proposed <br />development. <br />6. The proposed plat satisfies the City's minimum lot size requirements. <br />7. The proposed plat, with the recommendations setforth herein, provide <br />sufficient right -of -way and easements for public street and utility purposes. <br />RECOMMENDATION <br />Staff recommends approval of the Marshan Lakes Industrial Park with the <br />following conditions: <br />
