• Agenda Item 5A <br />Environmental Board Meeting Date: October 26, 2005 <br />Topic: JADT /Lino Lakes Commercial Center /Sheet Metal Workers Credit Union/ <br />Preliminary Plat Site Plan Review <br />Background: The Sheet Metal Workers (SMW) Federal Credit Union has <br />submitted plans for a building on the JADT site. The Environmental Board did a <br />review for the JADT site in 1998. There were no specific individual site plans <br />reviewed at that time. At that time the surface water plan for JADT was <br />reviewed and approved by the RCWD. SMW is located on Lot 1, Blk 1 of the <br />JADT 2nd Addition Plat. The SMW parcel is 2.756 acres in size. A cover letter <br />from HTG Architects is included as Attachment 13. This site is located between <br />the Wells Fargo Building now under construction and the multi- tenant building <br />with Subway in it. <br />Analysis: <br />Lot Statistics <br />• The lot area developed is 2.72 acres. There is 50.2% impervious cover or 1.36 <br />acres and 49.8 % pervious cover or 1.35 acres. <br />• <br />Surface water <br />TKDA will be reviewing the Stormwater Management Plan site for conformance <br />to the previously accepted plan. <br />Landscape <br />The submitted landscape plan (Attachment 6) should be compared to the <br />previously accepted plan of September 18, 2003 (Attachment 9) for <br />conformance. This is important because the 2003 plan was the agreed upon <br />minimum number of tree replacements on this site. The ponds at <br />predevelopment were entirely wooded. Please note that there is now a retaining <br />wall (Attachment 3 & 4) in the new landscape plan. The tree replacements of the <br />2003 plan must and can be accomplished by using the sloped areas of the pond. <br />Species in the plan should conform to the species selected in the approved 2003 <br />plan. Bur Oak is the selected tree species along Apollo Drive, therefore Bur Oak <br />should be planted on Apollo Drive along lots 2 and 3. The landscape plan should <br />show a ground cover plan as demonstrated in the 2003 plan. That is, the ponds <br />should show the area planted with the City native seed mix sod areas should be <br />shown and irrigation shown in all the sod areas. The seed mix labels must be <br />verified by the City before seeding begins. The developer should hire a <br />landscape company knowledgeable and experienced in the installation and <br />maintenance of native seed mixtures. This landscape company should be hired <br />for a minimum of three to five years and be an approved company to manage <br />
