native vegetation by the City of Lino lakes. Since it has been some time since <br />the ponds were constructed, the area is now inundated with non - native noxious <br />plants. These plants should be total - killed prior to replanting the native mixtures. <br />Infiltration areas should be constructed using low soil- compaction equipment. <br />Any turf areas should be thoroughly tilled after top soil is spread. Tilling should <br />be as deep as possible into the subsoil. Verification of this cultural practice <br />should be done by the Environmental Coordinator. Some escrow should be held <br />on to for this work. <br />Tree Preservation <br />Three large red oaks remain on the property. These trees were agreed upon to <br />be saved. These oaks must have enough room to survive. An area equivalent to <br />1 foot of undisturbed area per diameter inch of tree is the minimum standard for <br />needed tree space. The save area that the trees are located in appears to have <br />the curb area almost bisecting at least one of the tree centers. Up to 50 % of the <br />root zone of this tree will be impacted and most likely the trees will not survive, <br />nor be firmly rooted enough to withstand wind storms. Regardless of the space <br />concerns for these trees, the grading plan states that "The existing trees to <br />remain, protect from damage." The developer should state how they are going to <br />do this. There is also an oak tree that was saved in the Northern pond area. <br />Any reconfiguration of this pond should leave an undisturbed area around this <br />tree equivalent to the above stated standard or the tree should be replaced with a <br />similar size and species. <br />Lighting <br />Attachments 11 and 12 show the lighting plan and fixtures. Light fixtures appear <br />to be recessed, glare cut -off types of fixtures. Site plan photometric appears to <br />be in conformance with City standards, <br />Impervious areas <br />The developer has indicated the required number of parking stalls is 88, and the <br />proposed is 93. Although the proposed additional lots is more than required, the <br />total number of lots is actually down in numbers from the 2003 proposal of 102. <br />Recommend that the developer keep the new figure down to the minimum. Note: <br />This a planned shared - parking area. <br />Erosion Control <br />Somewhere on the Erosion control plan, it must be indicated where on site the <br />erosion control plan will be located along with the required weekly, and post <br />rainfall events inspection reports. A contact and phone number should also be <br />listed for the responsible on site NPDES supervisor. Maintenance notes indicate <br />
