• Agenda Item 5A <br />Environmental Board Meeting Date: November 30 , 2005 <br />Topic: Pomp's Tires/7385 Apollo Ct/Site Plan Review <br />Background: Pomp's Tires is located to the North of Summit Fire in the Apollo <br />Business Park. Please see Attachments 1 and 10. The General Site Plan for <br />this area was reviewed at the June 28, 2000 Environmental Board Meeting in <br />conjunction with Marmon Keystone. Pomp's Tires has CAPROC with the Rice <br />Creek Watershed District at this time based on the original design and permit for <br />this area. <br />The application shows this as a 30,870 square foot building with a maximum <br />height of 15 to 22 feet on 8.9 acres of land, with a proposed 5.9 acres (66 %) <br />impervious. <br />Analysis: <br />Significant Resource Considerations <br />II/ The MLCCS is mapped on Attachment 11 for the Pomp's Tire site. The MLCCS <br />shows much of the area as "Long grasses on upland soils." The NW corner <br />includes "Saturated non - native dominated vegetation, Aspen forest saturated, <br />and Cattail marsh." There are no National Heritage issues associated with this <br />site. This includes the City Blandings Turtle modal. There is no flood plain on <br />the site. <br />Landscape <br />There should be no exporting or importing of soils from this site without City <br />Approvals. Wetland soils should be stockpiled and used in the constructed <br />wetland and infiltration areas. All infiltration, management pond and surface <br />water swale areas should be planted with a City specified native seed mix (not <br />the MNDOT specification). A City approved contractor should be hired to install, <br />and maintain the native plant areas for a minimum of 3 to 5 years. Seed <br />verification should be made with the City Environmental Coordinator prior to <br />planting. All turf areas should be irrigated. All turf areas should have top soil <br />thoroughly tilled into the subsoil as deep as possible. This should be a check list <br />item that is inspected by environmental prior to sodding. There is no indication <br />on the plan as to what will be growing in the open area to the south. If this area <br />is going to be mowed like a sodded landscape is mowed, than it should be <br />shown as sod with irrigation. Otherwise this are should be seeded with the City <br />native upland seed mix and placed under a 3 -5 year initial start-up contract with <br />
