• <br />• <br />AGENDA ITEM 5A <br />STAFF ORIGINATOR: Marty Asleson <br />DATE: February 22, 2006 <br />TOPIC: Pheasant Stroll Estates /Rezone to R -3 and Preliminary Plat For 28 Lots <br />BACKGROUND: Pheasant Stroll Estates is a 10 acre proposal located At <br />County Road J and Ware Road (Attachment 1). The developer proposes to build <br />28 units at 2.8 units per acre on this 10 acre site. This site is guided for Medium <br />Density Residential in a stage 1 growth area. Sewer and water is available to the <br />site. Storm sewer is also available along Ware Road. The developer is <br />proposing to re -zone the land from R, Rural to R -3, medium density residential <br />district. <br />Level One Habitat <br />Level one habitat areas are those areas that were mapped from the Minnesota <br />Land Cover Classification System of Lino Lakes showing resources of higher <br />significance. The level one habitat areas are those areas that were pulled out of <br />the MLCCS that had higher existing values. The level one habitat areas are the <br />foundation for the location of our proposed greenways and Trail corridors. <br />Please refer to the Preliminary Park, Greenway & Trail System Plan document. <br />The map on the 1st page shows this area as a Natural resources Conservation <br />area with trail corridor from the East to the West in the vicinity of this <br />development. Also see Attachment 2. Attachment 2 shows the edge of this <br />Level one habitat plunging in to the northern part of the property. This area is for <br />the most part flood plain. <br />Vegetative Cover <br />The MLCCS is depicted on Attachment 3. The site has planted mixed conifers <br />and deciduous to the SE, Short Grasses and Mixed Trees to the SW, Aspen <br />Forest, Cattail Marsh and Boxelder to the North. <br />Water Resources <br />Surface water from this site flows to Baldwin Lake. The sub watershed is mostly <br />flat with a very small slope going to the North. Attachment 4 shows the Sub <br />Watershed Boundary National Wetlands Inventory, and Flood Plain. Not shown <br />are the delineated wetlands on the site. Type 3 Wetlands were delineated in the <br />NWI area and an area to the SE. Rice Creek Water Shed has received the <br />wetland delineation but will not be able to verify wetland boundaries until spring. <br />They have not looked at any of the proposed surface water management <br />features at this time. <br />Required Tree Preservation Plan and Resources Inventory <br />The developer has submitted Tree Inventory and "Clear Zone" Map for trees and <br />resources (Attachment 6).
