ENVIRONMENTAL BOARD MEETING FEBRUARY 22 2006 <br />5. ACTION ITEMS <br />A. Pheasant Stroll Estates/Rezone to R -3 and Preliminary Plat for 28 lots. <br />Marty Asleson presented the staff report. He stated that the applicant is <br />requesting a rezoning and preliminary plat approval for a 28 lot subdivision called <br />Pheasant Stroll Estates. The property is proposed to be rezoned from R, Rural to <br />R -3, Medium Density Residential. The site is guided for medium residential in <br />the City's Comprehensive Plan. Sewer & water and storm sewer are available for <br />this site. The developer has submitted a tree preservation plan. Portions of the <br />project site fall within a Natural Resource Conservation Area as defined in the <br />City's Park and Open Space Plan and is an excellent place for connectivity. Plan <br />specifications for landscaping contractor should be approved by the city. Mr. <br />Asleson recommended approval with the conditions noted in the staff report. <br />Mike Black, representing the developer, presented an overview of the project. Mr. <br />Black commented the drainage design has been submitted to Rice Creek <br />Watershed District (RCWD) for their review. The design was completed in <br />accordance with the districts requirements and standards. The RCWD has raised <br />questions concerning the existing flood plain elevation and the developer's <br />engineers are currently collecting information. Mr. Asleson suggested relocating <br />the infiltration and mitigation ponds and suggested the southeast corner of the <br />property as a potential location. Black said we know we have to do a mitigation <br />pond. Mr. Asleson also suggested the developer work with RCWD to pursue a <br />wetland enhancement project as an alternative. Mr. Black said they would <br />continue to work with city and are not taking issue with the recommendation. He <br />would prefer to mitigate on site. He stated that they would continue to look at <br />adding more infiltration areas. <br />Ms O'Dea asked if the access road would be extended in the future.- Mr. Black <br />responded that the City is currently studying roadway alignments. He noted that <br />currently the road is proposed to be a private road maintained by the association <br />with a width of 28 feet. Ms. O'Dea asked about parking. Mr. Black said the road <br />is wide enough to park on the side. <br />Ms. O'Connell asked if the existing house would remain. Mr. Black confirmed <br />that it would. Mr. Black also noted that they were trying to minimize the amount <br />of fill brought onto the site. Ms. O'Dea asked if there was going to be a <br />conservation easement on the property. Mr. Black stated that he did not think <br />there would be any objection to that. Mr. Asleson informed that board that a <br />conservation easement could be provided. Mr. Asleson expressed concern with <br />the size of the proposed spillway noting that a large rain storm could wash <br />sediment into the wet land area.
