• <br />ENVIRONMENTAL BOARD MEETING FEBRUARY 22, 2006 <br />Ms. Bauman asked if the small house was staying or would it be demolished. Mr. <br />Black stated it would be removed along with the septic system. It will b a taken <br />care of appropriately said Black. <br />Mr. Asleson stated that the Board should make a recommendation on the project, <br />noting that Rice Creek Watershed District needs to look at the overall plan and <br />wetland impacts. The Developer will provide evidence of capping of well and <br />septic, fuel tank. Mr. Black also stated that the above ground LP tank is not a fuel <br />tank. Mr. Asleson recommended the completion of a rare plant inventory for the <br />site. <br />Ms. O'Dea mentioned the board would like a more detailed landscaping plan to be <br />submitted to include ground cover and seed. <br />Ms. O'Dea made a motion to approve with recommendations from staff and the <br />board. Bor seconded the motion. Motion carried unanimously. <br />6. DISCUSSION ITEMS <br />A. Stoneybrook Representative /Kim Brouillet <br />Kim Brouillet, 6434 Pheasant Hills Drive was here to talk to the Environmental <br />Board about the Stoneybrook development. Mr. Asleson mentioned that <br />Stoneybrook was a site selected for the Board to review as one of their goals. <br />Asleson included a number of attachments with recommendations and he <br />proceeded to read through the bullet points. <br />Ms. Brouillet elaborated on her experience with the Stoneybrook Development <br />and the developer Tollefson. Ms. Brouillet was concerned that there were issues <br />with the developer and completion of improvements. Ms. Brouillet feels that <br />Tollefson is not holding builders accountable. She noted that the monuments are <br />overgrown and weeds overpower flowers. Mr. Asleson said that this spring the <br />city will go to evaluate the site. <br />Ms. O'Dea asked if Tollefson is still in control. Ms. Brouillet said that the city <br />still has leverage over Tollefson and the Stoneybrook development. Ms. O'Dea <br />asked if it was the city or homeowners getting involved in this. Mr. Asleson said <br />both. Ms. O'Dea asked how to insure that recommendations are followed <br />through. Ms. Bauman stated that the board is trying to learn how its <br />recommendations can be improved and be made clearer as to what is expected. <br />Ms. Brouillet said that what should be mandated is that homeowners who <br />purchased should have been giving building covenants so they knew what was to <br />be expected. Ms. O'Dea said the Board was led to believe there would be a <br />homeowners association. Ms. Brouillet said there will be when the residents vote <br />
