• <br />• <br />Agenda Item 5A <br />Environmental Board Meeting Date: August 2, 2006 <br />Topic: Comforts of Home /PUD Development <br />Background: <br />The Comforts of Home proposal is located on the NW Corner of Hodgson Road <br />and County Road J. It is an approximately 17 acre project proposal. The <br />existing land -use is mixed -use, and it is proposed to have mixed -use. The <br />applicant proposes a PUD for the site. <br />Analysis: <br />Land Cover <br />The MLCCS is included as Attachment 4. The land consists of Aspen forest in <br />the NW corner, upland soils with planted, maintained or cultivated, long grasses <br />and sparse tree coverage on hydric soils, and grassland with sparse conifer or <br />mixed deciduous /coniferous trees. The Aspen forest area is highly impacted with <br />glossy buckthorn and garlic mustard. The grass land plant communities have <br />spotty butterfly grass and blue joint clumps. <br />Wetlands <br />The wetland delineation report is included as Attachment 17. The isolated <br />wetland area delineated on the site is inundated with glossy buckthorn and garlic <br />mustard. It is recommended that that the developer be responsible for all <br />noxious plant removals on the property. The preliminary utility plan has the <br />wetland labeled with "Temporary Wetland Impact Permit Required." Temporary <br />Wetland impact permits are sometimes given when a utility is proposed to run <br />through a wetland. In this case, existing soils are lifted up and placed back down <br />over a pipe. Care should be given to ensuring a minimum disturbance and that <br />the existing soils are indeed placed back on top of the pipe. City native seed <br />mix used to restore disturbed infiltration, pond, wetland, and infiltration swale <br />areas. <br />Rare and Unique Resources <br />There are no recorded rare, threatened or endangered species on this site. Our <br />computer wildlife model does not indicate anything on this site. Attachment 16 <br />shows a small amount of what we were calling Level 1 Habitat in the open space <br />plan. This is in the area of the delineated wetland on the site. Once the <br />
