• <br />• <br />buckthorn in this wetland is removed, the ground will be basically bare. The City <br />Native Seed Mix should be seeded into this area. <br />Soils <br />Soils are depicted on Attachment 15. The soils are upland, non - wetland types of <br />soils, except where the wetland was delineated in the NW corner. The upland <br />soils are highly permeable and should be used to the greatest extent possible to <br />infiltrate storm water. On the other hand, precautions should be taken with these <br />soils when proposing fueling stations. A fueling site spill containment area <br />should be designed into the plan if this fueling station goes forward. <br />A requirement of this and every project in Lino Lakes is that no soils are to be <br />imported or exported without City approval. <br />Surface Water <br />Surface water from this site, flows to Baldwin Lake. The Developer is proposing <br />to route excess water over to Woodridge Lane and than into a wetland complex <br />to the West. This would change the sub watershed water flow for this area. In <br />Tight that direct discharge into wetlands may not be allowed in the future, it is <br />important to look at every opportunity to maintain the predevelopment water <br />quantities as possible. <br />Impervious parking areas must be kept to the minimum allowed under our City <br />code. Parking lots are draining to catch basins. Instead of the pipe, maybe the <br />design could mirror the HB Fuller model, or the use of ECS, and include a rain <br />garden /infiltration area where the pipe is. Pervious pavers should be used on at <br />least 10 % of the parking areas. Additional Bio- retention /rain - garden should <br />replace the pipe going through the large parking area East of Bik. 1. Again, an <br />ECS system would work here as well. Also, suggest day - lighting the storm pipe <br />wrapping around Block 1 to the South and West to allow for infiltration These rain <br />gardens could be connected to swales with additional rain - gardens in most <br />areas. The design is using infiltration drain pipe in the pond areas that will <br />infiltrate additional surface water. Rain gardens should be designed according to <br />models set forth in the Maplewood rain garden design. <br />The Town homes on the NW need additional distance added to existing residents <br />houses. Again, day - lighting pipes into a series of rain gardens would be a highly <br />effective way to infiltrate water. <br />Drainage swales should have a low profile planting. Parking island <br />bioretention /infiltration (if used), and rain garden areas (if used) should be <br />designed and have a more formal design that is approved by the City. <br />Access to all surface water treatment areas must be provided for and indicated <br />on the plat proposal. A common maintenance agreement for maintaining planted <br />surface water treatment train areas should be written and approved by the City. <br />
