All SWPPP violations will have a 24 hour correction period. After this the <br />City will take action to correct inefficiencies. This may include red -tags, <br />project shut - downs, and outside contract for work to make corrections. All <br />expenses will be charged to the project. <br />Tree Preservation <br />A Tree Inventory is tabulated on Attachment 10. City code requires a tree <br />preservation plan. That is the trees that are shown as "save" must have a written <br />plan on how they will be saved. Fencing must be shown installed at a minimum <br />of 1.5 Feet for every diameter inch of tree. This fence must be installed prior to <br />soil disturbance and approved by the City. The City reserves the right to specify <br />fence type. Generally a 4 -foot orange snow fence is adequate for tree protection. <br />Penalties shall apply for trees lost or damaged in preservation areas. <br />Trail <br />The trail location is shown on Attachment 5. The trail is located too close to the <br />wetland in lot 2. At least a 10 foot buffer is required. A 16 foot minimum buffer is <br />preferable. In order to prevent damage to landscaped areas later, all "T" type <br />trail intersections must be tapered, or "feathered out" to allow for maintenance <br />equipment turns. <br />• Lighting <br />Lighting fixtures are shown on Attachment 19. It is unclear if the wall mount <br />fixture lens conforms to the City standard. The fixture lens must have a flush <br />mount lens. <br />• <br />Landscape Plan <br />The landscape plan (Attachment 20) depicts a planting schedule of deciduous <br />and evergreen screenings and accents. A planting schedule (more specific than <br />coniferous and deciduous and ornamental) needs to be written and approved by <br />the City as part of the approval project. The large parking lot shows a number of <br />islands. A linear island dividing the parking lot, in a rain garden setting would <br />better serve parking lot and surface water landscaping issues. The rain garden <br />should include larger trees and formal native plantings. The parking lot should <br />drain to this area. The plan should be approved by the City of Lino Lakes. <br />Landscaping in suggested pipe removal areas should also be designed rain <br />garden plans. Between the town homes and existing residential lots, rain gardens <br />could if designed properly, as well as conifers or fence on the property line afford <br />the required screening. Again, there needs to be more separation /space <br />between existing residential and the town - homes. All surface water areas not <br />formally planted, or exposed pond, infiltration or wetland areas should be planted <br />with the City Native Seed mix by a contractor approved by the City. Contractors <br />on the DNR Native plant contractors list would be suitable. A Contract should be <br />signed to plant and maintain all native seed areas for a minimum of 3 years. This <br />contract should include at least 1 burn after 3 years. All rain - gardens must be <br />designed similar to the Maplewood low maintenance rain garden. A contract with <br />
