•
•
All ponds should be designed with a for -bay to allow for more efficient
maintenance.
Just as an informational piece, the City Engineer indicated that the OHW
elevations of the ponds are higher than the on grade elevations of adjacent
houses. This will have to be corrected.
It is better /easier, and cheaper to design volume controls into our new
subdivision designs now rather than having to retrofit design into built areas.
Lino lakes missed (Lino Lakes was #31 on a list of 30). The first 30 cities that are
being asked to do just that. That is they are being asked to reduce runoff to pre -
1988 development volumes. Removing pipe is cheaper cost for the developer
and most likely cheaper for the City in the long run.
Storm Water Pollution Prevention Plan
The SWPPP must be received and approved and implemented by the City prior
to a grading permit. This is a separate and distinct document from the detail
sheets submitted as part of the application process.
This SWPPP must have the responsible manager listed and a 24 hour phone
number that this person can be reached. The SWPPP should be sent to the
environmental and engineering divisions of the Community Development
Department for approval.
The SWPPP must address dewatering and ensure that no turbid dewatering is
done to receiving waters. This contradicts the language of not applicable to this
project (Attachment 14 —SWPPP sheet). An alternative /temporary pond should
be designated and located on the plan (See Attachment 18 for RCWD
recommendation on SWPPP maters). Final stabilization note should indicate
stabilization will be done with the City native seed mix. Canada wild rye can be
increased in the city mix to address any quick stabilization concerns.
The site plan must show the location of the SWPPP's location on the
construction site, as well as weekly and post rainfall event inspection reports. A
mail box works well for storing SWPPP information.
All existing and new storm water catch basins must be protected with a city
approved device. Infrasafe or a city approved substitute is required. Filter fabric
will not be allowed.
In addition the plan must show a designated concrete truck wash -out area. This
area must be identified in the field and designed so that water and material does
not leave the wash -out area. The concrete residue must not be later wasted on
the site. The developer must indicate to the City how these materials will be
disposed (recycled) of.
The rock entrance must be installed before grading occurs. A stockpile of rock is
recommended to be on site for top- dressing sediment filled rock.
