ENVIRONMENTAL BOARD MEETING AUGUST 2, 2006 <br />Mr. Asleson presented his staff report on Golden Acres which is a preliminary <br />plat proposed for rezone. <br />The following are the recommendations by the Board: <br />1. Add standard language: no importing or exporting of soils without city <br />approval <br />2. City approval of plantings in rain garden swale areas. <br />Ms. Norman made a motion to approve with staff and Board recommendations. <br />Ms. Grundhofer seconded the motion. Motion carried unanimously. <br />6. DISCUSSION ITEMS <br />A. Storm Water Utility <br />Mr. Grochala explained that due to the implementation of National Pollutant <br />Discharge Elimination System (NPDES) requirements the City's maintenance <br />activities are increasing substantially. As a result the cost of maintaining the <br />City's storm water system is also increasing. In order to address the increased <br />cost for these activities the City Council retained the services of Short, Elliott, <br />Hendrickson, Inc. (SEH) to identify and evaluate potential funding options. <br />Mr. Grochala stated that, in general, the NPDES Phase II program established <br />minimum control measures to insure that systems are adequately maintained. He <br />added that current property tax dollars are not sufficient to meet the increasing <br />demands. <br />Mr. Grochala reviewed the six NPDES minimum control measures that the City <br />must comply with. He noted that Minimum Control Measure No. 6 Pollution <br />Prevention/Good Housekeeping has a significant impact on the City. This <br />measure, in part, requires the city to inspect 20% of its stormwater system <br />annually and correct any deficiencies found. <br />Mr. Grochala explained that the report prepared by SEH identified two main <br />funding sources; Property Taxes or establishment of a Storm Water Utility. The <br />report concluded that the most equitable funding source for stormwater <br />maintenance is through the establishment of a Stormwater Utility. <br />Mr. Grochala noted that under a stormwater plan all properties, including tax <br />exempt properties, contribute to system maintenance.
