It is an approximately 17 acre project proposal. The
existing landuse is mixed -use, and it is proposed to have mixed -use. The
applicant proposes a PUD for the site.
Analysis:
Land Cover
The MLCCS is included as Attachment 4. The land consists of Aspen forest in
the NW corner, upland soils with planted, maintained or cultivated, long grasses
and sparce tree coverage on hydric soils, and grassland with sparce conifer or
mixed deciduous /coniferous trees. The Aspen forest area is highly impacted with
glossy buckthorn and garlic mustard. I would say the hydric soils mentioned in
the MLCCS should be removed from the red area and applied to the Aspen
Forest area. Grass land plant communities have spotty butterfly grass and blue
joint clumps.
Wetlands
The wetland delineation report is included as Attachment 17. The isolated
wetland area delineated on the site is inundated with glossy buckthorn and garlic
mustard. It is suggested that that the developer be responsible for all noxious
plant removals on the property. The preliminary utility plan has the wetland
labeled with "Temporary Wetland Impact Permit Required." Temporary Wetland
impact permits are sometimes given when a utility is proposed to run through a
wetland. In this case, existing soils are lifted up and placed back down over a
pipe. Care should be given to ensuring a minimum disturbance and that the
existing soils are indeed placed back on top of the pipe. City native seed mix
used to restore disturbed infiltration, pond, wetland, and infiltration swale areas.
This in agreement with RCWD CAPROC rules.
Soils
io
