• <br />• <br />• <br />Agenda Item 5A <br />Environmental Board Meeting Date: June 28, 2006 <br />Topic: Comforts of Home /PUD Development <br />Background: <br />The Comforts of Home proposal is located on the NW Corner of Hodgson Road <br />and County Road J. It is an approximately 17 acre project proposal. The <br />existing landuse is mixed -use, and it is proposed to have mixed -use. The <br />applicant proposes a PUD for the site. <br />Analysis: <br />Land Cover <br />The MLCCS is included as Attachment 4. The land consists of Aspen forest in <br />the NW corner, upland soils with planted, maintained or cultivated, long grasses <br />and sparce tree coverage on hydric soils, and grassland with sparce conifer or <br />mixed deciduous /coniferous trees. The Aspen forest area is highly impacted with <br />glossy buckthorn and garlic mustard. I would say the hydric soils mentioned in <br />the MLCCS should be removed from the red area and applied to the Aspen <br />Forest area. Grass land plant communities have spotty butterfly grass and blue <br />joint clumps. <br />Wetlands <br />The wetland delineation report is included as Attachment 17. The isolated <br />wetland area delineated on the site is inundated with glossy buckthorn and garlic <br />mustard. It is suggested that that the developer be responsible for all noxious <br />plant removals on the property. The preliminary utility plan has the wetland <br />labeled with "Temporary Wetland Impact Permit Required." Temporary Wetland <br />impact permits are sometimes given when a utility is proposed to run through a <br />wetland. In this case, existing soils are lifted up and placed back down over a <br />pipe. Care should be given to ensuring a minimum disturbance and that the <br />existing soils are indeed placed back on top of the pipe. City native seed mix <br />used to restore disturbed infiltration, pond, wetland, and infiltration swale areas. <br />This in agreement with RCWD CAPROC rules. <br />Soils <br />io <br />
