Suggest <br />fencing around the new surface water treatment areas before and after <br />construction. <br />No soils should be imported or exported without city approval. <br />Recommendation: <br />Staff recommends that the following staff and Environmental Board <br />recommendations be forwarded to the Planning and Zoning Board for <br />consideration: <br />1. Sizing must be verified for volume storage, runoff rate and infiltration <br />requirements on proposed infiltration and storage ponds. <br />2. All infiltration areas must be protected from construction as part of the Storm <br />Water Pollution Prevention Plan. <br />3. All infiltration, pond, and disturbed wetland areas must be planted with the <br />City native seed mix and managed by a company listed with the Minnesota DNR <br />as recommended for such work for a period of at least 3 years. <br />4. Plan should show access for pond and infiltration area maintenance. <br />5. Suggest that all houses direct runoff from impervious to pervious grass areas <br />through the use of downspouts. <br />6. A temporary sediment pond should be installed somewhere on the site that <br />will accept construction water from storm events. <br />7. Suggest that the developer prepare a brochure for new home owners. The <br />brochure should discuss the importance of water treatment and that some areas <br />may be a bit wet after a storm. Other information should include Shoreland <br />Overlay district restrictions on vegetation removal. <br />8. A number of modifications to the SWPPP have been identified and will need <br />to be incorporated into the final plan as identified in the attached SWPPP memo. <br />9. Developer should check with the Minnesota DNR on how to develop with <br />National Heritage concerns in the area. <br />10. Because of the rare features concerns and the shoreland overlay district, a <br />conservation easement should be drafted that is contiguous with that of Marshan <br />Meadows. Literature should be given to new residents notifying them of the <br />easement and the reasons for it. Conservation easement signs should be placed <br />along the easement line with at least one sign per frontage of easement. The <br />sign should state that "no cutting, planting, filling or excavating should occur <br />within the easement." <br />11. No soils should be imported or exported without city approval <br />12. The developer has submitted a Storm Water Pollution Prevention Plan <br />(SWPPP). The SWPPP must be approved and implemented prior to the <br />commencement of a grading permit. A number of modifications to the SWPPP <br />have been identified and will need to be incorporated into the final plan as <br />identified in the attached SWPPP memo. <br />Attachments: <br />
