• <br />The developer has submitted a Storm Water Pollution Prevention Plan (SWPPP). <br />The SWPPP must be approved and implemented prior to the commencement of <br />a grading permit. A number of modifications to the SWPPP have been identified <br />and will need to be incorporated into the final plan as identified in the attached <br />SWPPP memo. <br />Site Vegetation <br />Almost the entire site is classified as medium tall grass non - native dominated <br />grassland. The Eastern -most edge falls into a Native dominated temporarily <br />flooded shrubland. <br />Trees: There are no trees within the proposed construction area.. <br />Rare and Unique Feature Search <br />Developer should check with the Minnesota DNR on how to develop with <br />National Heritage concerns in the area. <br />There is an indication from the Lino Lakes Blandings Turtle Model that we have <br />activity and breeding on this site. Given that there is a potential for breeding and <br />activity on this site, the site should be designed to enable Blanding's Turtle <br />• activity. Low - profile, surmountable curbing to allow turtles to cross roads should <br />be used. Signs similar to the signs placed in Marshan Meadows indicating a <br />potential nesting area should be placed on along the same contour as Marshan <br />meadows. <br />A wetland delineation report submitted is shown on Attachment 6. Wetlands are <br />confined to the eastern edge of the site. The wetland area is a shrub swamp <br />type of wetland. Rice Creek Watershed District has declared the delineation as <br />incomplete due to seasonal constraints related to vegetation and frozen soils. <br />The report is considered incomplete until the vegetation is analyzed. <br />Because of the rare features concerns and the shoreland overlay district, a <br />conservation easement should be drafted that is contiguous with that of Marshan <br />Meadows. Literature should be given to new residents notifying them of the <br />easement and the reasons for it. Conservation easement signs should be placed <br />along the easement line with at least one sign per frontage of easement. The <br />sign should state that "no cutting, planting, filling or excavating should occur <br />within the easement." <br />Soils <br />Soils on the proposed development site are for the most part fine sand, and Lake <br />Beach along the lake shore. No soils should be imported or exported with out <br />City approval. Soils must be protected from compaction and restored if <br />
