Ms. O'Dea asked if farm land would be exempt. He replied this is <br />strictly residential. He reviewed the residential gallons per capita benchmarks and <br />the board peak demands benchmarks. The City of Lino Lakes has implemented <br />an odd/even water sprinkling ban. An alternative could be to have absolutely no <br />sprinkling between peak summer days during certain hours. The City is <br />developing a conservation rate structure. Water rates in Lino Lakes have been the <br />same value for the past 10 years. Currently, the City is below the maximum <br />threshold of 10% unaccounted water so our established practices are working <br />appropriately. Mr. Jacobsen stated the only way to reduce water consumption is <br />to put a cap on water usage. <br />The DNR has very strict guidelines. They require cities to be at 75 GPCD <br />(Gallons Per Capita Day). Lino Lakes is currently at 90 GPCD. The City needs to <br />take a serious look at water reduction and supply. <br />Mr. Jacobsen opened up to questions. <br />Ms. O'Dea asked if the City can measure impact of the odd/even sprinkling ban, <br />as it has been in force for such a short amount of time. Mr. Jacobsen stated the <br />odd/even sprinkling ban is beneficial in lowering peak demand during daytime <br />hours. Ms. O'Dea questioned if residents watered from 10:00 p.m. to 6:00 a.m. <br />along with the odd/even water ban would the impact be less. Mr. Jacobsen stated <br />it would be substantial. <br />The board discussed ways to educate the public on water consumption. <br />Mr. Jacobsen stated the plan is very important as it will be our plan for the next 10 <br />years. <br />Ms. Bor questioned residents who use private wells. Mr. Jacobsen stated well <br />usage is not in the equation. Residents with there own well are free to do what <br />they want. <br />Ms. Bor questioned if the DNR has information the City can work from. Mr. <br />Jacobsen stated there are many sources we can utilize. <br />The Water Emergency and Conservation Plan has to be submitted to the DNR by <br />October 15 of this year stated Mr. Studenski. This item will go to city council at <br />their next work session. <br />Mr. Jacobsen stated as of right now, the City is allowed a certain amount of water <br />usage during a year.
