(e) Clear identification of all permanent erosion control measures such as outfall <br />spillways and riprap shoreline protection, and their locations. <br />(f) Clear Identification of staging areas, as applicable. <br />(g) Documentation that the project applicant has applied for the NPDES Permit from <br />the Minnesota Pollution Control Agency (MPCA), when applicable. <br />(h) A Storm Water Pollution Prevention Plan for projects that require an NPDES <br />Permit. <br />(1) Delineation of any floodplain and/or wetland area changes. <br />5. CONSTRUCTION ACTIVITY REQUIREMENTS. The Permittee must follow the standards <br />of the NPDES permit regarding erosion prevention, sediment control, dewatering, and BMP <br />maintenance for any project requiring a permit by the District. <br />6. INSPECTIONS. <br />(a) The permittee will routinely inspect project sites as required by the NPDES permit, <br />implementing additional erosion and sediment control measures, as conditions required to <br />assure retention of sediment on site. <br />(b) The permittee will keep an inspection log on site as required by the NPDES permit. <br />(c) The permittee shall be responsible for inspection, maintenance and effectiveness of <br />all erosion and sediment control measures until final soil stabilization, full completion of the <br />project, or permit assignment/transfer, whichever comes first. (See Rule B for permit <br />assignment requirements.) <br />(d) In order to ensure that sediment is retained on -site, the District may inspect the site <br />and require the permittee to provide additional erosion control measures where site <br />conditions warrant. <br />7. FINAL STABILIZATION. <br />(a) Erosion and sediment control measures must be maintained until final vegetation <br />and ground cover is established to a density of 70 %. <br />(b) All temporary erosion and sediment control BMPs will be removed after all <br />disturbed areas have been permanently stabilized. <br />RULE E <br />FLOODPLAIN ALTERATION <br />1. POLICY.
