• <br />(b) Enhance floodplain characteristics that promote the natural attenuation of high <br />water, provide for water quality treatment, and promote groundwater recharge. <br />(c) Preserve and enhance the natural vegetation existing in floodplain areas for fish <br />and wildlife habitat. <br />2. REGULATION. No person may alter or fill land below the 100 -year flood elevation of any <br />public water, public water wetland or other wetlands without first obtaining a permit from the <br />District. <br />3. CRITERIA FOR FLOODPLAIN ALTERATION. <br />(a) Encroachment into and the placement of fill within the 100 -year floodplain are <br />prohibited unless fully compensatory storage at the same elevation is provided. Creation <br />of floodplain storage capacity to offset fill must occur within the floodplain of the same <br />water body, and within the original permit term. If offsetting storage capacity will be <br />provided off site, it shall be created before any floodplain filling by the applicant will be <br />allowed. Encroachment and /or filling will be allowed in flood fringe defined by the <br />municipality according to FEMA procedures and for which encroachment is regulated by <br />the municipality. <br />(b) Construction of impervious areas within floodplain will not be allowed within the <br />designated groundwater recharge areas for the Prairie du Chien - Jordan formation (as <br />defined by Map 17 of the District's Water Resource Management Plan) except for road <br />construction and trails. <br />(c) To protect water quality and the conveyance capacity of the flood plain, the District <br />will not permit site development that would involve the outside storage of soluble, toxic, or <br />buoyant materials. <br />(d) Structures and facilities subject to flood damage built within the 100 -year <br />floodplain will have two feet of freeboard between the lowest floor and the 100 -year flood <br />profile. <br />4. DRAINAGE EASEMENTS. Applicant will provide for District approval a flowage and <br />drainage easement conveyed to the and use authority over areas of public waters, public ditches, <br />public waters wetlands and other wetlands inundated by the 100 -year flood. An easement on a <br />public ditch must be a minimum of 33 feet each side of centerline and specify a District right of <br />enforcement to that minimum width. <br />5. REQUIRED EXHIBITS. The following exhibits must accompany the permit application. <br />One set, full size (22 inches by 34 inches); two sets, reduced to maximum size of 11 inches x 17 <br />inches. <br />(a) Site plan showing property lines, delineation of the work area, existing elevation <br />contours of the work area, ordinary high water elevation, and regional flood elevation. All <br />elevations must be reduced to NGVD (1929 datum). <br />(b) Grading plan showing any proposed elevation changes. <br />(c) Preliminary plat of any proposed land development. <br />DRAFT DOCUMENT <br />19 <br />
