• Agenda Item 6B <br />Environmental Board Meeting Date: May 30, 2007 <br />Topic: Main Street Village <br />Background: <br />Request <br />The project proposal is located in the SE corner of Main Street/35E interchange <br />(Attachment 1). <br />The proposed project consists of a 6 -lot/ four -lot built commercial site to be <br />known as Main Street Village. Approximately 7.5 acres of the 30 acre site is <br />proposed to be developed. <br />Although the proposed review is only 7.5 acres out of 30 acres, staff maintains <br />that without some build out analysis, in particular proof (soil borings) that the <br />future southern road connection will work, that this project will fail to be approved, <br />and is thus determined to be incomplete. <br />Site Data <br />Total acres: 28.33 <br />Number of Lots: 6 <br />Existing Zoning: General Business <br />Proposed Zoning: General Business <br />Public Utilities: Sewer and Water <br />Proposed Businesses: Gas station /convenience store /car wash, retail strip. <br />Total Impervious Area: 4.94 Acres (57.4% of total). <br />Analysis: <br />Surface Water <br />The site is tributary to Clearwater Creek via stormsewer along Otter Lake Road. <br />The proposed stormwater management plan includes a NURP pond and a <br />biofiltration basin serving the western portion of the site and six bioflitration <br />basins serving the eastern portion of the site. <br />The six biofiltration basins serving the eastern portion of the site will discharge to <br />the city stormsewer system and ultimately to regional pond -2, constructed in <br />
