The biofiltration areas satisfy RCWD infiltration requirements. <br />Development of this site is consistent with the sizing assumptions of Pond 2, <br />thereby satisfying District rate control and water treatment requirements for this <br />portion of the site. <br />Site access for maintenance reasons must be shown on the plan for all NURP <br />and biofiltration areas. <br />Rice Creek Watershed has issued a CAPROC or Conditional Approval Pending <br />Receipt of Changes. The changes include permanent signage to be placed <br />every 50 feet at the wetland - upland interface where lot backyards abut wetlands <br />Infiltration ponds must be separated from ground water by at least 3 feet. All <br />ponding areas (infiltration /filtration /NURP) should be designed with a <br />pretreatment area. All ponding /filtration /infiltration areas must have a public <br />access for maintenance reasons. <br />Environmental Site Plan Considerations <br />Additional water quality and quantity issues can be achieved by minimizing <br />parking spaces and consolidating planting parking lot planting islands into more <br />rain - garden type of landscaping. <br />Structural BMP's such as Evaporative Control Systems and /or Netlawn in these <br />areas would help to reduce water volumes and improve water quality, while at <br />the same time create a better condition for parking lot plants. <br />Any additional parking requested by the developer above minimum requirements <br />should be replaced with pervious type of paving. <br />The gas station and car wash should contain spill containment design. The gas <br />station should have a sump /trench to catch spill materials, and the car wash <br />should have a plan to capture phosphorous that may spill out of the building. <br />Since this area is in the AUAR area, and is expected to be of Conservation <br />Development design, the higher standards of water volume control and quality <br />improvement may be increased with the use of structural BMP's. <br />Stormwater Pollution Prevention Plan <br />The Stormwater Pollution Prevention Plan must conform to Minnesota Rules <br />(Attachment 16). The following modifications should be made to the submitted <br />SWPPP and submitted to the City Engineer for inclusion in the plan <br />requirements: <br />1. A narrative of proposed construction activity should be included. <br />• 2. Receiving waters must be identified. <br />
