NORTHWEST ASSOCIATED CONSULTANTS <br />INC COMMUNITY PLANNING <br />PLANNING REPORT <br />DESIGN - MARKET RESEARCH <br />TO: Brian Wessel <br />FROM: Alan Brixius / Cynthia Putz -Yang <br />DATE: 8 January 1999 <br />RE: Lino Lakes - JADT PDO and Amoco /McDonald's CUP <br />FILE NO: 194.01 - 98.07 <br />BACKGROUND <br />The Lino Lakes Planning Commission reviewed the JADT PDO and Amoco /McDonald's <br />CUP at its October meeting and found the information incomplete. The applicant has <br />submitted additional information addressing issues discussed in the October meeting. <br />This report addresses the JADT PDO application. <br />In June 1998, the Lino Lakes Planning Commission and City Council reviewed and <br />approved a concept plan illustrating the general layout of a shopping center and <br />surrounding sites on the northeast quadrant of the I -35W /Lake Drive interchange. This <br />concept plan envisioned an attractive and integrated shopping environment anchored by <br />a community- oriented shopping center. In this concept plan, the applicant was requesting <br />various design flexibilities that go beyond the SC, Shopping Center District and other <br />development regulations: <br />1. Variable lot sizes smaller than district standards. <br />2. Setback flexibility for both building and parking. <br />3. Private streets. <br />4. Lot frontage. <br />In consideration of the concept plan, the City emphasized the following design elements <br />in its approval. <br />1.
