The private street will be required to meet City Street construction standards for <br />commercial streets. As a private street, deed restrictions will be placed on outlots that <br />prevent future turnover of this street to the City. <br />Public Streets. The applicant is requesting flexibility from the 80 foot ROW standard for <br />commercial streets. The concept plan shows Apollo Drive with a 100 foot ROW between <br />CSAH 23 and the first intersection within the PDO and a 60 foot ROW for the remainder <br />of the street. The City Engineer has indicated that a 60 foot ROW would be acceptable <br />if the sidewalk/trail is located outside the ROW in a sidewalk easement. This will require <br />a revision of the concept plan and site plan. The infiltration basin located near Apollo <br />Drive on the McDonald's site will need to be altered to allow for the sidewalk. <br />Based on staff comment, the applicant has revised the preliminary plat to include right -of- <br />way dedication along CSAH 23, along Parcel 4. <br />Anoka County must formally approve the Apollo Drive access point. <br />The concept plan has been revised to illustrate Apollo Drive ending in a temporary 40 foot <br />radius turnaround until Apollo Drive is extended. However, this turnaround has not been <br />added to the site plan. <br />Streetscape. The applicant has provided a narrative describing the proposed streetscape <br />treatment within the PDO. While the streetscape narrative is appealing, the following <br />issues should be addressed: <br />1. The PDO is intended to be bicycle and pedestrian friendly, however the PDO will <br />have sidewalks on only one side of the public and private streets, except on Apollo <br />Drive between CSAH 23 and the first intersection. The following items should be <br />given attention: <br />a. The applicant has revised the concept plan and site plan to include <br />sidewalks on both sides of Apollo Drive between CSAH 23 and the first <br />intersection within the PDO. A sidewalk/trail should be considered on both <br />sides of the rest of Apollo Drive because of the traffic and aesthetic <br />emphasis of this street. <br />b. The applicant has revised the concept plan and site plan to show marked <br />pedestrian crossing within the PDO. <br />c. Sidewalks on one side of the private streets raise similar issues to Apollo <br />Drive. <br />7 <br />
