2. The PDO narrative describes the streetscape landscaping. In review of this <br />information, the following issues have been raised: <br />a. The PDO narrative has been revised to indicate that tree spacing for public <br />and private roads will generally be three trees per 100 feet of curb length. <br />Parking lot islands will have at least one tree with a minimum three inch <br />caliper. No graphic plan has been provided that shows the quantities, <br />locations or spacing of streetscape trees. <br />b. No plant schedule is offered for the PDO, however, some plant sizes are <br />described in the PDO narrative. The PDO narrative states that, <br />"Replacement trees will include overstory trees with a minimum three -inch <br />caliper, or deciduous trees having a minimum height of eight feet." This <br />statement should be revised to the following: "Replacement trees will consist <br />of overstory trees with a minimum three -inch caliper, or evergreen trees <br />having a minimum height of eight feet." <br />c. The PDO narrative has been revised to indicate that native grasses and <br />wildflowers will be emphasized in the eastern portion of the site (near <br />Wetlands 2 and 3), along the 1 -35 corridor, and along infiltration areas. <br />These are appropriate locations for native grasses and wildflowers. <br />d. The site plan for Phase 1 has been revised to not include amur maple trees, <br />however the PDO narrative states that small groves of multi -stem amur <br />maples will be planted along Apollo Drive and private roads. The use of <br />amur maples as a boulevard tree raises issue with regard to traffic sight <br />lines. Also, amur maples are native to Asia and can become invasive in <br />natural areas in the Midwest. A native species, such as cockspur hawthorn, <br />would be more desirable if a small tree is needed. <br />3. Streetscape Along CSAH 23. The Town Center Planning District recommends the <br />establishment of a streetscape treatment along CSAH 23 that will provide design <br />connection between each quadrant of the Town Center interchange. The design <br />parameters for this public improvement has not yet been established to allow for <br />a continuous streetscape design between CSAH 23 and Apollo Drive. These <br />streetscape elements are currently under study. The streetscape elements <br />between Apollo Drive and CSAH 23 should be integrated with one another. <br />Tree Preservation. The PDO narrative states that tree preservation is recognized as a <br />major concem of the City. The narrative also states that sight lines are essential for retail <br />development and some tree removal is unavoidable. The applicant has proposed that for <br />each of the 275 identified trees (not including Elm or Boxelder) that is removed as part of <br />the PDO development, a 1 -for -1 tree replacement plan be provided.
