will consist of overstory trees with a minimum three -inch caliper, or evergreen trees having <br />a minimum height of eight feet. No standards for the number or percent of trees to be <br />preserved has been proposed by the applicant. Of the 98 trees existing in the Phase 1 <br />area, 95 are proposed to be removed. The tree replacement proposal offered by the <br />applicant offers the following advantages and disadvantages: <br />Advantages: <br />• Each significant tree that is removed will be replaced. <br />• Three -inch caliper deciduous trees and eight -foot evergreen trees are trees <br />of a significant size and exceed Zoning Ordinance standards for size. <br />• Replacement of existing trees allow for the establishment of proper sight <br />lines, necessary for the economic survival of retail developments. <br />Disadvantages: <br />• The replacement trees will not match the existing trees in size when planted. <br />• This proposal does not prohibit clear cutting the site. <br />• The proposed plan does not illustrate the replacement of the lost trees in <br />Phase I. <br />In consideration of the tree replacement proposal, the following conditions should be <br />considered: <br />Street Lighting. The PDO narrative outlines lighting standards for parking lots. The <br />narrative has addressed the following lighting issues that were raised in the previous <br />report: <br />1. The narrative states that street lighting for both Apollo Drive and private streets <br />shall be consistent with the City's selection for the Town Center areas, which is the <br />Lumec VR -300 lighting standard with a globe shaped light bulb container that <br />protrudes below the fixture opening. <br />2. The narrative states that in order to control site illumination and to limit glare, site <br />lighting intensity will be limited to 1.0 foot candles at the site's perimeter. <br />Drainage. The drainage from the McDonald's site is reliant on off -site facilities. The <br />grading plan has been revised to address issues raised in the previous report. <br />1. The drainage plan has been revised to integrate the recommendations of the <br />Environmental Review Board. The storm pipe from the bituminous area on the west <br />side of the McDonald's building has been eliminated as recommended. The <br />infiltration basin next to the woodland east of Outlot A has been narrowed and <br />reduced in size to preserve more of the trees in this area. To compensate for the <br />9 <br />
