The report uses a somewhat unconventional method of traffic
projections, and is a little difficult to follow, therefore, it took a little more time than anticipated to
review. The report is based on 21/2 hour traffic counts made in the morning. Everything in the report
was based on these counts. There are also quite a number of assumptions made on traffic
distribution, type of traffic, potential changes due to road configurations, and the impact that
construction vehicles have on current traffic volumes.
We have previously studied some of the same area. A study was made of the Miller's South Glen
development proposal and a letter report was prepared dated December 2, 1996. This report looked
at both traffic generated by the Miller's South Glen proposal and by a combination of Miller's South
Glen development plus potential future development along 62nd Street. It used these traffic
generations on three different road systems including the existing road system, the existing system
plus West Shadow Lake Drive extended from Birch Street to 62nd Street, and the existing system
with West Shadow Lake Drive completed between Birch Street and County Road J. A copy of the
report is attached.
The most pertinent information in the report can probably be obtained by comparing Figure 6 and
Figure 7 of the report. Figure 6 shows the additional peak hour traffic contributed by both Miller's
South Glen and the potential area development on the existing road system, and Figure 7 has the
same traffic volume on the road system with West Shadow Lake Drive extended to 62nd Street. The
volume of traffic based on area development does not change significantly. A major adjustment is
traffic which is generated in the development area having an opportunity to use West Shadow Lake
Drive and Birch Street to the east. These drawings both show only the additional peak hour traffic
and do not show changes in existing traffic.
SHORT ELLIOTT
HENDRICKSON INC.
