MILLER'S SOUTH GLEN <br />PRELIMINARY PLAT REVIEW <br />Background <br />Miller's South Glen is a proposed 48 -lot subdivision located in the City of Lino Lakes. It is <br />immediately north of 62nd Street, just east of Ware Road. Figure No. 1 shows the proposed <br />subdivision. <br />The subdivision proposal was submitted to the City and considered by the Lino Lakes Planning and <br />Zoning Board on September 11, 1996. During this meeting, questions were raised by the Board and <br />residents that live in the area regarding the impacts of the proposal on the adjacent street system. <br />As a result, the applicant withdrew the proposal pending the preparation of a report which will <br />document potential impacts of this subdivision. This report summarizes our study and findings. <br />Traffic Volumes <br />Estimated total average daily traffic generated by the proposed 48 -lot subdivision is 480. The actual <br />rates utilized for the trip generation were based on those in the Trip Generation Manual published <br />by the Institute of Transportation Engineers. <br />The maximum peak hour of traffic is anticipated to be from approximately 4:30 p.m. to 5:30 p.m. <br />At that time, it is anticipated that there would be 48 trips generated by the site, with 31 inbound and <br />17 outbound trips. <br />In the a.m. peak hour, anticipated to be between 7:00 a.m. and 8:00 a.m., there are an estimated <br />36 trips generated by the development, with 9 inbound and 27 outbound trips. <br />Existing Roadway System <br />Given the existing roadway system, all traffic entering and exiting the proposed subdivision must <br />use 62nd Street and Ware Road. It is anticipated that during the a.m. peak hour, 70 percent of the <br />traffic will have an origin and destination south of 62nd Street and 30 percent to the north. The <br />directional distribution during the p.m. peak hour will likely have a higher northern orientation along <br />Ware Road as a result of increased traffic to and from the schools and commercial areas north of the <br />proposed subdivision. As a result, 59 percent of the traffic generated by Miller's South Glen will <br />have an origin or destination south of 62nd Street and 41 percent to the north. <br />The additional peak hour traffic volumes on the existing roadway system contributed by Miller's <br />South Glen are shown in Figure No. 2. <br />West Shadow Lake Drive Extended to 62nd Street <br />The directional distribution of the development - generated traffic will change slightly if West Shadow <br />Lake Drive is extended from its current terminus to 62nd Street.
