Second Street is designated as a minor collector and it is indicated in the City of Lino <br />Lakes Transportation Plan that West Shadow Lake Road will be a minor collector. The <br />plans indicates that the width of the right -of -way will meet the minimum width of 80 feet. <br />The City Engineer shall review and comment on the capabilities of 62nd Street with <br />regards to traffic safety and its necessity for the future. <br />Grading. A Grading Plan has been submitted and shall be subject to review and approval <br />of the City Engineer. <br />Utilities. The applicant has submitted a Preliminary Utility Plan indicating the placement <br />of easements. This shall be subject to the review and approval of the City Engineer. <br />Park Land Dedication. When Millers South Glen Addition was approved, land west of the <br />proposed West Shadow Pond was bought to fulfill park land dedication requirements for <br />both Millers South Glen Addition and West Shadow Pond. <br />Wetlands. The preliminary plat indicates that some wetland areas will be filled and some <br />ponding areas will be created to mitigate for this filling. According to the plans, 2.17 acres <br />of wetland are proposed to be filled, and 4.87 acres of wetland are proposed to be created <br />for mitigation. <br />Wooded Areas. The applicant has indicated that a wooded area exists along the eastern <br />edge of the site, bordering the Colonial Woods Subdivision. According to the Grading <br />Plan, the applicant has proposed significant grading, in this area, to establish a ponding <br />area. <br />The applicant has indicated in a letter dated October 19, 1998, that the oaks are located <br />along the west side of the Colonial Woods Subdivision, and that the preliminary grading <br />plan had been designed to protect them. It also states that a tree preservation plan will <br />be submitted with the Final Grading Plan, protecting the trees. <br />S. (3;aes <br />Trail. There is a trail right -of -way between Lot 1, Block 1 and Lot ,.. Block W. The <br />applicant shall provide additional vegetation as a buffer along both property lines. <br />RECOMMENDATION <br />The rezoning and comprehensive plan amendment is a policy decision for the Planning <br />Commission to determine. Based on the Planning Commission's approval of the rezoning <br />and Comprehensive Plan Amendment, our office recommends the approval of the West <br />Shadow Pond Preliminary Plat based on the following conditions: <br />4 <br />• , T OGGT_cP_nnw <br />
