AGENDA ITEM 4 C <br />STAFF ORIGINATOR: Mary Kay Wyland <br />DATE: 1/20/99 <br />TOPIC: Anoka County Corrections, 7555 4th Avenue, Site Plan Review <br />COUNCIL ACTION: Simple Majority <br />BACKGROUND: <br />The Anoka County Corrections Department has asked City Staff to review this <br />item tonight in order to maintain their review, bidding, and construction schedule. <br />Initially there was some confusion as to whether or not this item required <br />additional city review as the proposed expansion had been indicated on the <br />original site plan approved by the City in September of 1994. Staff determined, <br />however, that the review was necessary and agreed to expedite the process we <br />therefore ask the Planning and Zoning Board for their consideration this evening. <br />The request is to allow the construction of an addition to the existing 60 bed <br />adult detention facility at 7555 4th Avenue. The new additional will add 17,000 <br />square feet to the existing 23,000 square foot facility. The proposed construction <br />will include the addition of 60 beds, space for a serving kitchen, day rooms, <br />segregation cells, an indoor and secured outdoor recreational space, a <br />classroom, remodeled booking area and office space. The existing staff level will <br />increase to nineteen. <br />This proposed construction is a mirror of the existing facility. As with the original <br />construction, parking will be jointly shared with the State Correctional Facility <br />along with the addition of approximately 11 parking spaces on the north side of <br />the addition. The exterior of the building is intended to match the existing <br />structure. The walls will be solid reinforced concrete masonry in earth tone <br />colors. The outdoor recreation area will be tight - meshed chain link. <br />The property in question is Zoned Public, Semi Public. Public buildings for <br />county and state government are listed as permitted uses, however, site plan <br />review is required. The site currently contains several County buildings <br />including: <br />1) Juvenile Center - a 24 bed shelter care facility this is a residential <br />facility for juvenile males and females) which include a gymnasium, <br />classrooms and offices <br />
