AGENDA ITEM 4A <br />STAFF ORIGINATOR: Brian Wessel <br />DATE: 2/22/99 <br />TOPIC: Consideration of Amendment to the Livable <br />Communities Demonstration Account Contract <br />VOTE REQUIRED: 3/5 <br />BACKGROUND: <br />The city received $220,000 in grant funding through the Livable Communities <br />Demonstration Account for the purpose of refining the master plan for the Town <br />Center, and to complete development of guidelines within the Town Center. The <br />funding was given to Lino Lakes to hire national experts in the field of Traditional <br />Neighborhood Design to complete the plan. The city council has accepted the <br />grant and approved contracts for completion of the master plan. <br />The standard grant contract used by the Metropolitan Council, which administers <br />the funds, does not allow travel expenses. The Metropolitan Council has agreed <br />to amend the Lino Lakes contract to allow travel expenses because the purpose <br />of the funding, was to work with national experts who are based in California. It <br />was necessary to visit their offices once, and they have completed one site visit. <br />It is expected they will visit Lino Lakes two more times before the master plan <br />and development guidelines are complete. <br />OPTIONS: <br />1.
