AGENDA ITEM 4 B <br />STAFF ORIGINATOR: Mary Kay Wyland <br />MEETING DATE: February 22, 1999 <br />' TOPIC: Mo lin Concrete, 415 Lilac Street, Amended <br />Conditional Use Permit/Site Plan Review <br />VOTE REQUIRED: Simple majority <br />BACKGR UND: <br />Molin Concrete is requesting an Amended Conditional Use Permit and Site Plan Review <br />to allow the construction of a 30 x 80 lunchroom/breakdown addition to the north/west <br />side of their new batch plant located a 415 Lilac Street. The property is Zoned GI, <br />General Industrial in this location and the use is permitted via a Conditional Use Pemit. <br />Any change in use, alteration, and/or expansion on the site requires an Amended <br />Conditional Use Permit and A Site Plan Review. <br />The Council may recall review of the Molin Master Plan in late 1997 which included a <br />phased expansion of the facility, a street vacation, and site plan review for construction of <br />the batch plant and office building. The employee breakroom was originally planned for <br />the old shop/office area. Molin has determined that the proposed location would better <br />serve their needs. The new additional fits in with the approved master plan. <br />In consideration of the proposed breakroom construction, staff would comment that the <br />proposal meets the standards of the Ordinance, listed below, as they relate to conditional <br />use permit review. <br />"... the Council shall order the issuance of such permit only if it finds that such use at the proposed <br />location: <br />a. Will not be detrimental to or endanger the public health, safety, comfort, convenience or <br />general welfare of the neighborhood or the City. <br />b. Will be harmonious with the general and applicable specific plans and policies of the <br />comprehensive plan of the City and this ordinance. <br />c. Will be designed, constructed, operated, and maintained so as to be harmonious and appropriate <br />in appearance with the existing and/or intended character of the general vicinity and will not change the <br />essential character of that area. <br />d. Will be served adequately by essential public facilities and services, including streets, police <br />and fire protection, drainage structures, refuse disposal, water and water systems, and schools; or will be <br />served adequately by such facilities and services provided by the persons or agencies responsible for the <br />establishment of the proposed use. <br />e. Will not create excessive additional requirements at public cost fog public facilities and services <br />and will not be detrimental to the economic welfare of the community. <br />
