Additionally, the Ordinance provides that the following items must also be considered in the review of a school facility: a. Side yards shall be double that required for the district, but no greater than thirty (30) feet. b. Adequate screening from abutting residential uses and landscaping is provided in compliance with Section 3, Subd. 4.S. of this Ordinance. c. Adequate off - street parking and access is provided on the site or on lots directly abutting, directly across a public street or alley to the principal use in compliance with Section 3, Subd. 5 of this Ordinance and that such parking is adequately screened and landscaped from surrounding and abutting residential uses in compliance with Section 3, Subd. 4.S. of this Ordinance. d. Adequate off - street loading and service entrances are provided and regulated where applicable by Section 3, Subd. 6 of this Ordinance. e. The provisions of Section 2, Subd. 2 of this Ordinance are considered and determined to be satisfied. (referenced above) The requested expansion will include the following: • A 20,720 square foot gymnasium, classroom & student/staff restrooms wrapped around a 6,500 +/- square foot outdoor learning space • Expanded parking facility for 155 vehicles • New community entrance • A 2,700 square foot kitchen • Remodeling of existing gym into gym/cafeteria • Additional remodeling of the bank room, classrooms, janitors room, etc. AMENDED CONDITIONAL USE PERMIT Concerning the Amended Conditional Use Permit Request, staff finds that the proposed addition meets the requirements of the Ordinance. Prior to the P & Z meeting, there were some concerns with the parking situation, however, those issues have been addressed and there is adequate parking based on the requirements of the Zoning Ordinance. SITE PLAN REVIEW The proposed expansion of the Lino Lakes Elementary School meets the requirements of the Zoning Ordinance pertaining to building location, height, parking and lot coverage. The exterior will be face brick to match the existing building. A lighting plan will be required prior to construction. A landscaping plan shall also be provided and subject to the review and approval of City Staff. This plan shall also address screening of the trash handling area. The City Engineer has reviewed the plans and indicated that utilities will be available to the site by September 1 of 1999. Final plans will be subject to his review and approval and should include detail on the abandonment of the existing septic system. The engineers comments and a letter from the architect is included for Council information.
