Additionally, the Ordinance provides that the following items must also be considered in <br />the review of a school facility: <br />a. Side yards shall be double that required for the district, but no greater than thirty (30) feet. <br />b. Adequate screening from abutting residential uses and landscaping is provided in compliance <br />with Section 3, Subd. 4.S. of this Ordinance. <br />c. Adequate off - street parking and access is provided on the site or on lots directly abutting, <br />directly across a public street or alley to the principal use in compliance with Section 3, Subd. 5 of this <br />Ordinance and that such parking is adequately screened and landscaped from surrounding and abutting <br />residential uses in compliance with Section 3, Subd. 4.S. of this Ordinance. <br />d. Adequate off - street loading and service entrances are provided and regulated where applicable <br />by Section 3, Subd. 6 of this Ordinance. <br />e. The provisions of Section 2, Subd. 2 of this Ordinance are considered and determined to be <br />satisfied. (referenced above) <br />The requested expansion will include the following: <br />• A 20,720 square foot gymnasium, classroom & student/staff restrooms wrapped <br />around a 6,500 +/- square foot outdoor learning space <br />• Expanded parking facility for 155 vehicles <br />• New community entrance <br />• A 2,700 square foot kitchen <br />• Remodeling of existing gym into gym/cafeteria <br />• Additional remodeling of the bank room, classrooms, janitors room, etc. <br />AMENDED CONDITIONAL USE PERMIT <br />Concerning the Amended Conditional Use Permit Request, staff finds that the proposed <br />addition meets the requirements of the Ordinance. Prior to the P & Z meeting, there were <br />some concerns with the parking situation, however, those issues have been addressed and <br />there is adequate parking based on the requirements of the Zoning Ordinance. <br />SITE PLAN REVIEW <br />The proposed expansion of the Lino Lakes Elementary School meets the requirements of <br />the Zoning Ordinance pertaining to building location, height, parking and lot coverage. <br />The exterior will be face brick to match the existing building. A lighting plan will be <br />required prior to construction. A landscaping plan shall also be provided and subject to <br />the review and approval of City Staff. This plan shall also address screening of the trash <br />handling area. <br />The City Engineer has reviewed the plans and indicated that utilities will be available to <br />the site by September 1 of 1999. Final plans will be subject to his review and approval <br />and should include detail on the abandonment of the existing septic system. The <br />engineers comments and a letter from the architect is included for Council information. <br />
