Clearwater Creek 3rd Addn. <br />Comprehensive Plan Amendment, Rezone to PDO <br />PDO Development Plan <br />March 22, 1999 <br />page 3 <br />ANALYSIS <br />Comprehensive Plan Amendment <br />The existing Comprehensive Plan, last amended in 1990, guides most of the site for <br />single family residential, but the southeast 40 acres is guided rural. If this 40 acres is to <br />be included in this development, the Plan needs to be amended. The proposal is <br />consistent with the existing Plan on the other 120+ acres of the site. <br />The 120+ acres are in the existing MUSA. The southeast 40 acres are not. New MUSA <br />allocation would be approximately 25 acres: only the area to be developed with <br />residential lots and roads. The exact amount will be determined at the time of final <br />platting for this area. <br />The draft 1998 Plan guides the entire site for low density, sewered residential. The <br />proposal is consistent with this land use. If the draft 1998 Plan is approved by the <br />Metropolitan Council and adopted by the City, there will be no need for this amendment. <br />Much research and public participation went into the preparation of the land use policies <br />and recommendations in the draft 1998 Plan. The result was a recommendation to guide <br />this site and land around it for low density residential. It is a logical extension of existing <br />utilities, it stages growth out to the next contiguous area, and the road access is adequate <br />to serve the area. <br />If the project is staged so that development on the southeast 40 acres does not occur until <br />last, the amendment to the Comprehensive Plan would become moot if the 1998 draft is <br />adopted. <br />Staff recommends approval of the land use and MUSA amendment of the existing Plan to <br />reflect the intention of the draft 1998 Plan for this area. If the draft Plan is not adopted, <br />this would mean that the 1990 Plan is amended to guide the entire site for single family <br />residential and include the site in the MUSA. The MUSA allocation would become <br />effective at the time of final plat approval (final development plan for the PDO). <br />Staff is recommending approval of the Comprehensive Plan amendment including the <br />MUSA amendment. <br />
