Clearwater Creek 3rd Addn. <br />Comprehensive Plan Amendment, Rezone to PDO <br />PDO Development Plan <br />March 22, 1999 <br />page 4 <br />Rezoning to Planned Development Overlay <br />The standards in a Planned Development Overlay zone are to a great degree created by <br />the development plan. In this development, lot sizes are reduced from R -1 minimums to <br />provide for more open space preservation. <br />As stated in the Zoning Ordinance, the Planning and Zoning Board shall consider <br />possible adverse effects of the proposed zoning amendment and its recommendations <br />shall be based upon, but not limited to, the following factors: <br />1. The proposed action has been considered in relation to the specific policies and <br />provisions of and has been found to be consistent with the official City <br />Comprehensive Plan. <br />The proposal is consistent with the draft 1998 Comprehensive Plan. Only the southeast <br />40 acres is not consistent with the existing 1990 Plan. If the Plan is amended as <br />recommended above, this inconsistency is eliminated. It is a logical extension of existing <br />utilities, it stages growth out to the next contiguous area, and the road access is adequate <br />to serve the area. <br />2. The proposed use is or will be compatible with present and future land uses of the <br />area. <br />Because of the large amounts of open space to be preserved in this development, it will <br />be compatible with many different potential land uses in the area. This includes the <br />existing residential development to the north, potential residential development of <br />different densities, and large lot rural use. <br />3. The proposed use conforms with all performance standards contained herein. <br />The preliminary development plan is reviewed below. The development plan will <br />establish many of the standards for the development. Other standards will be addressed. <br />
