In addition, the open spaces, while significant, are <br />not connected enough. Also, enforcement would be almost impossible with the extensive <br />number of lots bordering the open spaces with no clear demarcation of the boundaries. <br />These are some of the main points we will have to keep in mind on future projects. We <br />expect to have more information for the meeting to help with this discussion. <br />This does not mean the development is a less desirable place to live or that it will be <br />unsuccessful in preserving open space. On the contrary, the access to the open spaces and <br />trail system make it a very desirable location. The open space to be preserved is an <br />important amenity and goes a long way toward meeting the open space conservation <br />goals. <br />A homeowners' association is still the best option to own the open space areas. The City <br />will own the trail corridors and the central park. We should require deed restrictions to <br />prevent dumping, cutting and mowing, and other disturbances in the open spaces. The <br />residents themselves will be responsible for protecting their common open space. A <br />management plan also needs to be prepared to address diseased trees and other issues. <br />Park Dedication: The 8.4 acres will be dedicated as parkland. The Park Board voted to <br />recommend accepting this. The Park Board added concern for how the trails will be <br />paved. <br />The 8.4 acres comprises about 7% of the upland areas (128 acres). The typical park <br />dedication requirement is 10 %, which would be 12.8 acres. However, the large areas of <br />open space should be taken into consideration: not as park dedication, but as the <br />provision of open space. Staff recommends that the developer could pave the trails. <br />Along with the 8.4 acres of dedicated land, this woul fulfill the park dedication <br />requirement. The developer has agreed to this arrangement. <br />The 5.5 -acre park in the center of the site will need to be planned by the Park Board and <br />parks staff to determine the best uses for it. It could serve as an active, programmed park. <br />It also could serve as a "village green," which would be an open, grassy area available for <br />picnics, informal sports activities, and other non - programmed use. <br />Stormwater Management <br />Staff will be working with the developer on implementing preservation development <br />principles regarding strormwater management. This would include infiltration and <br />otherwise keeping runoff on the site as much as possible. The intent is to utilize natural <br />
