This reduces impervious surface and <br />saves money. The City Engineer and Rice Creek Watershed District will work with the <br />developer to achieve this where possible. <br />Roads and Traffic <br />The plan provides numerous connections with other properties. Extensions of Clearwater <br />Creek Drive and LaCasse Court connect to the established residential area to the north. <br />An east/west road provides a connection between Otter Lake Rd (Co. Rd. 84) and 24th <br />Ave. (Elmcrest Ave.). A loop road provides the main circulation route within the <br />development. The extended Clearwater Creek Drive provides additional internal <br />circulation. <br />The preservation development discussions have included reducing road widths. Less <br />pavement would further reduce impervious surface and save money. However, methods <br />of maintaining roadways must be included in design standards. City staff will investigate <br />maintenance options for different road designs. At this time, it may not be wise to vary <br />from the established road design, with 60 -foot rights of way. <br />The developer will need approvals from Anoka County for the new road access to Otter <br />Lake Drive. The developer also will need to ascertain if the County is planning on <br />additional ROW on Otter Lake Rd (CR 81). <br />In addition, there is an existing road easement that will need to be vacated. <br />Conditions of Approval: PDO Preliminary Development Plan <br />With the following conditions, staff is recommending approval of the preliminary <br />development plan. <br />1. Eliminate Greenway E as open space and use a typical drainage easement over the <br />wetland. The wetland will then be within platted lots with an easement over it. <br />2. A buffer detail for the strip of land between Otter Lake Rd. and Lot 4 Block 12 should <br />be provided. <br />3. The developer will pave the trails and with the 8.4 acres, the park dedication <br />requirement would be fulfilled. <br />
