Staff would recommend additional plantings <br />along the north property line, the detention pond, the south/east corner of the parking lot <br />where it abuts the adjoining property and the south property line at Lois Lane. The <br />CPTED Officer has requested that sumac plantings be eliminated near the north east <br />entrance. <br />Bert Noren of 785 Lois Lane and Ann O'Brian of 793 Lois Lane were present at the P & <br />Z meeting and requesting fencing along their rear property lines which abuts the VFW. <br />Mr. Carpenter stated they are very willing to work with the neighbors. Staff would <br />suggest an additional condition of approval concerning fencing acceptable to these two <br />property owners on Lois Lane. <br />In summary, the Planning & Zoning Board recommended approval of the conditional use <br />permit and site plan review on a 6 -0 vote with the following conditions: <br />1. Proper building permits are obtained and include an escrow deposit consisting <br />of 1% of the construction cost to insure completion of all site improvements. <br />2. The parking area is redesigned to meet setback requirements of the Ordinance <br />and the number of paved spaces reduced to 85. The applicant and architect shall <br />pursue a "green" overflow parking are on the east side of the parking lot. This <br />design will be subject to the review and approval of the City Forester and City <br />Engineer. The access drive along Lake Drive must be 20' in width. <br />3. The parking area/A115ft4OhlierehvitliToncrete curb and gutter and <br />surfaced with bituminous excepting the approved "green" parking area. <br />4. The roof on the existing building shall be replaced to match the new <br />construction. <br />5. Trash handling area shall be enclosed and screened from the street right of way <br />and adjoining properties. <br />6. An enhanced landscape plan shall be reviewed and approved by the City <br />Forester. Sumac plantings shall be removed from the area surrounding the exit <br />doors and replaced with an appropriate planting(s) as determined by the City <br />Forester. uiv,t, <br />7. Permits shall be atained from the Rice Creek Watershed District for drainage <br />improvements. <br />8. The City Engineer shall approved all final grading, drainage and utility plans. <br />9. Access permits to Lake Drive shall be obtained from Anoka County and limited <br />to one at 79th Street. <br />10. Lighting plans shall be reviewed by staff prior to installation. <br />11. Permits shall be required for all signage. <br />12.
