approval of the City Forester and City Engineer. Handicapped parking shall be provided <br />according to ADA Rules and Regulations. <br />The proposed access drive along Lake Drive must be increased to a minimum of 20' in <br />width. The City's standard parking lot design provides for a 9'x18' space, the submittal <br />should be redrawn to reflect those dimensions. <br />Building exterior: The structure will be constructed of concrete blocks with the north, <br />south and west elevations finished with a pre - colored stucco and cultured brick accent. <br />The existing building will have a stucco exterior to match the new building. The east <br />elevation will be painted block. Glass block windows are provided on the west and north <br />elevation of the new structure. Accent color will be provided on the roof seam and fascia. <br />A metal roof is proposed. Staff would recommend that the roof on the existing building <br />be replaced to provide a continuous roof appearance. The Fire Chief has reviewed the <br />plans and indicated that both the existing and new structure will require sprinkling. <br />In response to a question at the P & Z meeting, Lyle Carpenter, VFW Commander, <br />indicated that the existing storage building would be removed. Staff would suggest this <br />be added to the list of conditions for approval. <br />Grading, drainage and utilities: City utilities will be extended to this site this summer <br />along with the Lake Drive Utility Project. Final grading, drainage and utility plans will be <br />subject to the City Engineers review and approval. The Environmental Board has <br />suggested self containment of the water and infiltration design where possible. Permits <br />will be required from the Rice Creek Watershed District. <br />MUSA Designation is not currently applied to this parcel of property although utilities <br />will be stubbed to the property line with the current Lake Drive Trunk Utility Project. <br />The draft Comprehensive Plan does include this area in the MUSA. If that draft plan is <br />not approved in time for the proposed utility extension, the City could consider a MUSA <br />Land Exchange. The VFW currently owns property with MUSA designation at Apollo <br />Drive extended that could be placed on the Lake Drive site. This designation would then <br />be returned to the Apollo Drive site when the Comprehensive Plan is approved. <br />Circulation: The access drive along Lake Drive must be increased to 20' as previously <br />mentioned. Driveway permits will be required from Anoka County for access to the site. <br />The County has indicated that only one access to Lake Drive will be allowed and it <br />should be aligned with 79th St. The County has also requested an additional 10' of <br />right -of -way for the future upgrade of Lake Drive. The City Engineer has indicated that <br />curbing will be required around the entire site. The parking/access situation along Lois <br />Lane may require some redesign that is subject to review and approval by the City <br />Engineer. Access from Lois Lane must be confined to the eastern portion of the site. <br />Landscaping: A landscaping plan has been submitted which shows substantial <br />screening along Lake Drive.
