Peregrine Pass PDO <br />April 26, 1999 <br />page 5 <br />approval of the requested amendment would mean that the 1990 Plan would be amended <br />to guide the entire site for single family residential and include the site in the MUSA. <br />The MUSA allocation would become effective at the time of final plat. <br />Staff is recommending approval of the Comprehensive Plan amendment including the <br />MUSA amendment. The 5.9± acres of MUSA would come from the existing MUSA <br />reserve. This recommendation is based on the finding that the MUSA reserve criteria are <br />met, including the infill policy of Resolution No. 92 -85. <br />Rezoning to Planned Development Overlay <br />For any rezoning, the Planning and Zoning Board shall consider possible adverse effects <br />of the proposed amendment. Its judgment shall be based upon, but not limited to, the <br />following factors: <br />1. The proposed action has been considered in relation to the specific policies and <br />provisions of and has been found to be consistent with the official City <br />Comprehensive Plan. <br />If the existing 1990 Plan is amended as requested, the project will comply with the Plan. <br />The draft 1998 Comprehensive Plan shows the site within a stage 1 growth area. If the <br />1998 draft is adopted, the project will comply with the Plan and the 1990 Plan will no <br />longer be relevant. <br />2. The proposed use is or will be compatible with present and future land uses of the <br />area. <br />The open space that is part of the design reduces any incompatibility with rural land uses. <br />The project is compatible with land to the west which is within the existing MUSA area <br />and zoned R -1 X. <br />3. The proposed use conforms with all performance standards contained herein. <br />Specific standards will be created by the PDO development plan. Departures from <br />normal zoning is due to environmentally friendly design features under the Preservation <br />Development program. Other City standards will apply as in any other development. <br />4. The proposed use can be accommodated with existing public services and will not <br />overburden the City's service capacity. <br />The existing utilities in 12th Ave. have the capacity to accommodate this project. <br />
