STAFF ORIGINATOR: <br />DATE: <br />TOPIC: <br />AGENDA ITEM NO. 4B <br />Rick DeGardner, Public Services Director <br />June 23, 1999 <br />Consideration of FIRST READING, Ordinance No. 16 - <br />99, Sale of City Property, Behm's Century Farm Park <br />Vote Required: Majority (4/5) <br />BACKGROUND: <br />The city currently owns an 8.6 acre parcel of land in the Behm's Century Farm Development. <br />With over 175 new homes in the Behm's Century Farm Development, there is a desire and need <br />to provide a neighborhood park to serve area residents. <br />Behm's Century Farm Park was master planned this past winter with input from area residents. <br />The Park Board accepted the final master plan at the March 1, 1999 Park Board meeting. During <br />the master planning process, numerous residents indicated a strong desire to develop the park <br />sooner rather than later. Mr. Uhde, the developer, has received similar responses from residents. <br />Mr. Uhde and staff have met on numerous occasions to determine how this park can be <br />developed. My recommendation is to sell approximately 2.25 acres of park land in exchange for <br />development of the remaining park land. This agreement includes clearing and grubbing, <br />grading, four inches of topsoil import, seeding, and construction of trails including engineering, <br />4" sub -base and 2" bituminous. I have estimated the development costs to be approximately <br />$70,000. <br />The preliminary proposal was discussed at a neighborhood meeting on May 3`d. Concerns that <br />were identified at the meeting have been addressed . The final proposal allows for four <br />residential lots along Mustang Lane and five residential lots along Palomino Lane. Enclosed is <br />the final concept plan. This proposal was discussed at the May and June Park Board meetings. <br />The Park Board recommended approval of this plan. Enclosed are the minutes. If this proposal <br />is approved, I anticipate installing playground equipment this fall with Park Dedication Funds <br />that were received from the Behm's Century Farm Development. <br />This proposal is directly linked to the future development of the Molitor property. Mr. Uhde and <br />city staff have made a commitment for a park area that will be more of a destination park. This <br />may include a baseball field, tennis courts, hockey rink, etc. Without any significant revenue <br />sources in the near future to develop neighborhood parks, I am in support of this proposal. <br />OPTIONS: <br />1. Approve Purchase agreement selling approximately 2.25 acres of park land in exchange for <br />development of the remaining park area. <br />2.
